The ethnic and political divide between the Imphal Valley which is home to the non-tribals and dominates the politics of the state and the surrounding hills, which are home to several tribal groups who feel overlooked, is the root cause of several problems. With village schools often remaining shut, electricity supply irregular and mobile networks patchy at best. The Manipur Government does not care about the conditions of the tribal people. The tribals don't get their due share. Tribal anger periodically boils over, resulting in long-lasting blockades and suffocating the valley of essential resources. It is estimated that 71% of the tribal youth leave their villages in search of higher education and will work in towns and cities.
Drug cultivation dates back to the 1980s as local farmers turn to marijuana and opium for a better way of life. This is the main source of income of people living in the region. Drug cultivation isn't the only option but the most profitable.

For the so-called high-risk groups, numbers are alarming: in Manipur, 19.8 percent of injecting drug users are HIV positive. Prevalence rates remain high above the national average of 6.9 percent, meaning that much more needs to be done. Adult HIV and AIDS prevalence rates in Manipur and Nagaland are 1.57 and 1.2 percent respectively and well above the national average of 0.34 percent according to the Department of AIDS Control, Ministry of Health and Family Welfare, Government of India.
Narcotics and Contraband firearms are regularly trafficked across the unmanned border as the routes of western Myanmar are controlled by India’s north-east insurgents. In recent years, Manipur has witnessed huge quantities of contraband high Pseudoephedrine Hydrochloride (PH)-content drugs, manufactured in India, being trafficked into Myanmar for processing narcotics especially heroin. The thriving ethnic insurgencies of Manipur with their own “tax structure” help to exacerbate the problem. Pseudoephedrine is smuggled from New Delhi to Myanmar and China via Guwahati by conduits based in Nagaland, Manipur, and Mizoram
